My research indicates City North Infrastructure should be subject to the RTI
Act.   I am just a layperson, however I have worked hard with the RTI
Officer at the Department of Infrastructure and Planning as well as the
enquiries arm of the Office of the Information Commissioner to establish
this.  It was recommended I submit an RTI Application to City North
Infrastructure to obtain the information I require.  I was informed by
DIP that CNI view themselves as outside of the RTI Act.  When I personally
handed the hand written RTI Application to Adrian Breau at CNI I was told
by him he would just throw it in the bin.  A very cool reception.
I have much supporting information including the RTI Application and emails
to CNI.  I can provide these but not through the webform provided.  In my
emails to CNI I have never received a response.

I will include the electronic version of the RTI Application to CNI.  Bear
in mind this electronic version was used as a template to then hand write
the RTI Application.
