The Airport Link project documents, including Traffic Management Plans, gave no indication construction worker parking would ever be considered in the area of Flynn Oval (Cartwright St / Bryden St / Gallway St) Windsor. Residents reasonably expected parking for the Bowen Hills site would be accomodated for in the specified area at McDonald Road to the north of the Ferny Grove Railway line with shuttle buses transporting workers to the construction site. It made sense as the McDonald Road construction worker parking area is easily accessible from main roads with minimal local resident impact.
Instead the McDonald area specified for construction worker parking is in use as an unplanned equipment laydown and storage area. In its place 3 separate unplanned parking areas (designated WPI-01, WPI-02 and WPI-03) have been built in the Flynn Oval area creating a significant around the clock additional burden on residents in Cartwright St and the surrounding local streets.
It is reasonable to expect all areas, including the Flynn Oval area, were considered under the EIS and Coordinator-General change reports. The absence of any reference to the Flynn Oval area for construction worker parking can clearly be interpreted as exclusion and not acquiescence.
INTRUSION
The area under consideration encompasses Flynn Oval area with boundaries including Cartwright St, O'Doherty Lane, Enoggera Creek and the southern side of the Ferny Grove Railway line. Nearmap photographs for the period January 2010 through January 2011 show the incremental Windsor Parking Intrusions 01 through 03:

The land used for WPI-01, WPI-02 and WPI-03 is owned by DTMR [full confirmation pending]. BCC do own the land to the west of WPI-03.
